Next Steps
The regeneration of the Holderness Road Corridor in east Hull is a long term project. Whilst work on the ground continues, an Area Action Plan is being developed to show how the area will be transformed over the next 10-15 years.
Current schemes are expected to be completed between now and 2010, but what happens after that will be determined through the development of an Area Action Plan that will show what, where and when change needs to happen.
Building on all previous planning and consultation work, the Area Action Plan is being developed in consultation with the community and with national, regional and other local stakeholders.
Crucially, it will also:
- be developed in partnership with Gateway's lead private sector and housing association developers for East Hull, Bellway| and Chevin Housing Association|
- be adopted into the Local Development Framework as an Area Action Plan
This will ensure the plan is both deliverable and affordable. The plan will cover a wide area of East Hull in recognition of the importance of the busy Holderness Road 'corridor' to the social and economic life of everyone living and working east of the River Hull.
Why do we need an Area Action Plan?
It makes sense. Change in a community without such a plan can happen in a haphazard way. Thats because the decisions are often made without concern for the relationship of one development to another. For example, a developer might build new homes in a part of the community without thinking about things like schools or services or, a new shop might be built without considering the impact on existing shops.
An Area Action Plan provides a way to co-ordinate decisions so that each development supports the next.
How is the Area Action Plan being developed?
The master planning process began in January 2008 when an evidence base was developed. This included research into transport, flood risks, socio economic baseline, utilities physical aspects and local strategies.
Following continuous engagement with local residents the issue and options were developed. Local people were given the chance to give their views on the issues and options at a series of events held throughout July 2008 in key venues across the Holderness Road Corridor area.

Comments made by residents were then considered and the plans were amended.
Local people were then asked to give their views on the preferred options in a further formal six-week consultation (12 March to 23 April). This offered the chance for people to comment on the minimum, medium, maximum and preferred options for change. A series of events were held across east Hull for residents to come along and make representations. Residents were also able to comment on the plans in writing or electronically via Hull City Council's website.

What stage are we at now?
The final draft of the plan will be subject to a six-week public consultation between 9 November to 21 December.

The Council will submit the plan to the Secretary of State in autumn 2009. It will be examined by an independent inspector in Spring 2010 with a view to adoption in autumn 2010.
Who will deliver the plan?
The master plan will be delivered by a partnership involving Hull City Council, Gateway and Bellway, Gateway's lead developer partner| for east Hull.
How much will is cost and where will the money come from?
The final cost will depend on what the Area Action Plan says should happen, but the cost of the regeneration is likely to run into millions of pounds. This will need to come from a range of public and private sector partners.
How long will it take?
The kind of changes envisaged for east Hull can not happen over night. Delivering the Area Action Plan is expected to take 10-15 years.
