			<p class="dblue">The regeneration of Newington and St Andrew's is a long term project. Whilst work on the ground continues,&nbsp;an Area Action Plan has been&nbsp;developed to show how the area will be transformed over the next 10-15 years.</p>
<p>Current projects are expected to be completed between now and 2010, but what happens after that are determined through the <a onkeypress="window.open('http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL');return false;"  onclick="window.open('http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL');return false;" href="http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL" title="open page: http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL">Area Action Plan</a><span class="hide">|</span>&nbsp;that shows what, where and when change needs to happen over the next 10-15 years.</p>
<p>Building on all previous planning and consultation work, the <a onkeypress="window.open('http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL');return false;"  onclick="window.open('http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL');return false;" href="http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL" title="open page: http://www.hullcc.gov.uk/portal/page?_pageid=221,574687&amp;_dad=portal&amp;_schema=PORTAL">Area Action Plan</a><span class="hide">|</span>&nbsp;has been&nbsp;developed in consultation with the community and other national, regional and local stakeholders.</p>
<p>It&nbsp;has also&nbsp;been developed in partnership with Gateway's lead private sector developer for west Hull, <a onkeypress="window.open('http://www.keepmoat.com/');return false;"  onclick="window.open('http://www.keepmoat.com/');return false;" href="http://www.keepmoat.com/" title="open page: http://www.keepmoat.com/">Keepmoat Homes</a><span class="hide">|</span>. This will ensure that the plans are deliverable and affordable.&nbsp;&nbsp;</p>
<p><strong>Why do we need an Area Action Plan?</strong></p>
<p>It makes sense. Change in a community without such a plan can happen in a haphazard way. Thats because the decisions are often made without concern for the relationship of one development to another. For example, a developer might build new homes in a part of the community without thinking about things like schools or services or, a new shop might be built without considering the impact on existing shops. An Area Action Plan provides a way to co-ordinate decisions so that each development supports the next.</p>
<p><strong>How was the Area Action Plan developed?</strong></p>
<p>The master planning process began in July 2007 when an evidence base was developed. This inlcuded research into previous consultations, stakeholder analysis and local business surveys.</p>
<p>Following continuous engagement with local people, the issue and options were developed. A map showing this was consulted on in October 2007 as a series of events held in primary schools across Newington and St Andrew's. People were able to give their views on new small parks, a green &lsquo;lung' stretching all the way to the river front, facilities for sport, recreation, education and training.</p>
<p>The preferred options were then developed following a series of workshops with resident representatives and stakeholder meetings in November 2007.</p>

<p>Local people were then asked to give their views on the preferred options in a formal six-week public consultation (21 February to 4 April). This offered the chance for people to comment on the minimum, medium, maximum and preferred option. A series of events were held across Newington and St Andrew's for residents to come along and make representations. Residents were also able to make representation in writing to Hull City Council or electronically via the website.</p>

<p>Following consultation on the preferred options, representations were considered over the summer and the next version of the plan (the draft Area Action Plan) was produced. The draft Area Action Plan was then subject to a formal six-week consultation between 27 October to 8 December 2008.</p>
<p>Hull City Council submitted the plan&nbsp;to the Secretary of State in June 2009. An examination in public was carried out by two independent inspectors who suggested a number of changes.</p>
<p><strong>What's happening now?</strong></p>
<p>The Area Action Plan was adopted by the Council on 25 February 2010 forming part of the Hull Development Framework. <p><strong>Who will deliver the plan?</strong></p>
<p>The Area Action Plan will be delivered by a partnership involving Hull City Council, Gateway and Keepmoat Homes, Gateway's lead developer partner for Newington and St Andrew's.</p>
<p><strong>How much will it cost and where will the money come from?</strong></p>
<p>The final cost will depend on what the Area Action Plan says should happen, but the cost of the regeneration is likely to run into millions of pounds. This will need to come from a range of public and private sector partners.</p>
<p><strong>How long will it take?</strong></p>
<p>The kind of changes envisaged for Newington and St Andrew's can not happen over night. Delivering the Area Action Plan is expected to take 10-15 years.</p>
